Divergent Electoral Policies: Why Some States Increase Ballot Access

Why have some states adopted policies expanding ballot access while others have restricted access to the ballot? Since the 1990s, some states have been adopting policies restricting access to the ballot such as requiring identification. At the same time, states have been adopting a variety of registration reforms that lower the barriers to registration and voting. Using an original, 45-state dataset, we examine state innovation within the policy domain of electoral reforms in US states. We find reforms have an independent and, sometimes, negative effect on the innovation of states in electoral reforms. Next, we use dyad analysis to examine the spread of a single policy: automatic voter registration. We find that the propensity to innovate both within and across a state makes the spread of automatic voter registration more likely. Our paper contributes to the broader understanding of why states adopt electoral reforms.
Using ecological momentary assessment to enhance irritability phenotyping in a transdiagnostic sample of youth

Irritability is a transdiagnostic symptom dimension in developmental psychopathology, closely related to the Research Domain Criteria (RDoC) construct of frustrative nonreward. Consistent with the RDoC framework and calls for transdiagnostic, developmentally-sensitive assessment methods, we report data from a smartphone-based, naturalistic ecological momentary assessment (EMA) study of irritability. We assessed 109 children and adolescents (Mage = 12.55 years; 75.20% male) encompassing several diagnostic groups – disruptive mood dysregulation disorder (DMDD), attention-deficit/hyperactivity disorder (ADHD), anxiety disorders (ANX), healthy volunteers (HV). The participants rated symptoms three times per day for 1 week. Compliance with the EMA protocol was high. As tested using multilevel modeling, EMA ratings of irritability were strongly and consistently associated with in-clinic, gold-standard measures of irritability. Further, EMA ratings of irritability were significantly related to subjective frustration during a laboratory task eliciting frustrative nonreward. Irritability levels exhibited an expected graduated pattern across diagnostic groups, and the different EMA items measuring irritability were significantly associated with one another within all groups, supporting the transdiagnostic phenomenology of irritability. Additional analyses utilized EMA ratings of anxiety as a comparison with respect to convergent validity and transdiagnostic phenomenology. The results support new measurement tools that can be used in future studies of irritability and frustrative nonreward.
Centralization and Subnational Capacity: The Struggle to Make Federalism Work Equitably in Public Education

Vast disparities between and within American states’ responses to the COVID-19 pandemic have evoked renewed attention to whether greater centralization might enhance investments in subnational capacity and remedy subnational inequalities or instead erode subnational organizational capacity. Developments in American public education (1997–2015) offer perspective on this puzzle, which we examine by applying interrupted time series analysis to a novel dataset to assess the implications of centralization on subnational investments in administrative and technical capacity, two dimensions of organizational capacity. We find simultaneous subnational erosion in administrative capacity and growth in technical capacity following centralization, both of which appear concentrated in low-poverty areas despite centralization’s explicit antipoverty purposes. Public education reforms highlight both the challenge of dismantling subnational inequality through centralization and the need for future research on policy designs that enable centralization to yield subnational capacity that is able to remedy inequality.

Introduction:
Implementation of genome-scale sequencing in clinical care has significant challenges: the technology is highly dimensional with many kinds of potential results, results interpretation and delivery require expertise and coordination across multiple medical specialties, clinical utility may be uncertain, and there may be broader familial or societal implications beyond the individual participant. Transdisciplinary consortia and collaborative team science are well poised to address these challenges. However, understanding the complex web of organizational, institutional, physical, environmental, technologic, and other political and societal factors that influence the effectiveness of consortia is understudied. We describe our experience working in the Clinical Sequencing Evidence-Generating Research (CSER) consortium, a multi-institutional translational genomics consortium.
Methods:A key aspect of the CSER consortium was the juxtaposition of site-specific measures with the need to identify consensus measures related to clinical utility and to create a core set of harmonized measures. During this harmonization process, we sought to minimize participant burden, accommodate project-specific choices, and use validated measures that allow data sharing.
Results:Identifying platforms to ensure swift communication between teams and management of materials and data were essential to our harmonization efforts. Funding agencies can help consortia by clarifying key study design elements across projects during the proposal preparation phase and by providing a framework for data sharing data across participating projects.
Conclusions:In summary, time and resources must be devoted to developing and implementing collaborative practices as preparatory work at the beginning of project timelines to improve the effectiveness of research consortia.

A Banach space X is called an HT space if the Hilbert transform is bounded from Lp(X) into Lp(X), where 1 < p < ∞. We introduce the notion of an ACF Banach space, that is, a Banach space X for which we have an abstract M. Riesz Theorem for conjugate functions in Lp(X), 1 < p < ∞. Berkson, Gillespie and Muhly [5] showed that X ∈ HT ⇒ X ∈ ACF. In this note, we will show that X ∈ ACF ⇒ X ∈ UMD, thus providing a new proof of Bourgain's result X ∈ HT ⇒ X ∈ UMD.

Summary
The collision of a droplet with a solid surface
The photographs displayed above show the impact, spreading, and boiling history of n-heptane droplets on a stainless steel surface. The impact velocity, Weber number, and initial droplet diameter are constant (values of 1 m/s, 43 and 1.5 mm respectively), and the view is looking down on the surface at an angle of about 30°. The photographs were taken using a spark flash method and the flash duration was 0.5 μs. The dynamic behavior illustrated in the photographs is a consequence of varying the initial surface temperature.
The effect of surface temperature on droplet shape may be seen by reading across any row; the evolution of droplet shape at various temperatures may be seen by reading down any column. An entrapped air bubble can be seen in the drop when the surface temperature is 24°C. At higher temperatures vigorous bubbling, rather like that of a droplet sizzling on a frying pan, is seen (the boiling point of n-heptane is 98°C) but the bubbles disappear as the Leidenfrost temperature of n-heptane (about 200°C) is exceeded because the droplet become levitated above a cushion of its own vapor and does not make direct contact with the surface. The droplet shape is unaffected by surface temperature in the early stage of the impact process (t≤0.8 ms) but is affected by temperature at later time (cf. t≥ 1.6 ms) because of the progressive influence of intermittent solid-liquid contact as temperature is increased.
